As globalization advances and countries deepen their relations of interdependence on various levels, human exchange between Japan and other nations is becoming increasingly active. In 1999 the number of foreigners entering Japan reached an aggregate of about 4.9 million persons (new entrants totaled about 3.96 million)

As of April 2000, Japan has concluded general visa exemption agreements with 62 countries including Estonia. Estonian nationals holding valid passports can apply for landing permission fo short-term stays (90 days or less) for such purposes as sightseeing and business trips without aquiring visa.
